Where do they get the balls to do this, and what can anyone do other than not see a show I am dying to see? There has to be a higher authority to complain to.

There really is no one who can help with your complaint. Maybe if you write to the band or whoever it is, and if enough people complain they will find a better way to distribute tickets in the future. Ticket fees are a rip off, that is the way it is.
